FTTH & PON: Splitters, Budgets and the Drop Cable Explained

October 5, 2026

A network planner built an access route with a 1:32 split, 12 km of feeder, and a splice count that looked reasonable on paper. The optics were GPON B+. It came up, and it stayed up for about two years.

Then the margin was gone. Nothing had failed. The budget had simply been spent, slowly, by aging lasers, added splices and a repair or two, until the receiver at the far end was working at its limit.

The splitter decision made two years earlier had used up more than half the allowance.

What a PON Actually Is

Most new fiber access is a passive optical network: one fiber from the central office feeds many homes through passive splitters, with no powered equipment in the field between the OLT and the customer.

The tree is simple to draw. An OLT in the central office drives a feeder fiber to a splitter, usually housed in an FDH — a fiber distribution hub, the cabinet that holds the splitters and the cross-connect between feeder and distribution. Distribution and drop cables fan out from there to each premises, where an ONT terminates the fiber on the wall.

One OLT port feeds a splitter that fans out to many ONTs. Downstream is broadcast — every ONT sees the whole downstream frame and filters for its own traffic. The split ratio is therefore not just a loss figure; it is also a sharing figure.

Because the wavelengths differ, GPON and XGS-PON can coexist on the same fiber and the same splitters through a WDM combiner, which makes the upgrade from one to the other an electronics change rather than a rebuild. That is worth knowing before anyone plans a split, because the splitter you install now has to serve both generations.

The PON tree from the central office to the premises

The Splitter Is the Biggest Line Item

This is the number that decides whether a design works, and it is larger than most people expect.

Split	Typical insertion loss
1:2	~3.6 dB
1:4	~7.3 dB
1:8	~10.5 dB
1:16	~13.5 dB
1:32	~17.0 dB
1:64	~21.0 dB

Put that against a GPON B+ budget of 28 dB and the shape of the problem appears. A 1:32 splitter consumes roughly 17 dB of a 28 dB allowance — well over half of everything the link is permitted to lose, spent on the one component that is also the cheapest to change on the drawing board and the most expensive to change in the ground.

Splitters are deployed two ways. Centralized puts one stage at the FDH, which is easy to test and manage. Cascaded splits at two points, which saves feeder fiber but multiplies the loss. Cascading a 1:4 and a 1:8 does not cost 7.3 dB plus 10.5 dB, it costs about the same as the 1:32 they add up to — which is the point to check on any design that cascades "to save fiber."

The Power Budget, and Why 60 km Is Not 20 km

Optical classes define the allowance before anything is designed into it.

Class	Budget
GPON B+	28 dB
GPON C+	32 dB
XGS-PON N2	31 dB
XGS-PON E2	35 dB

The arithmetic uses attenuation of 0.35 dB per km for planning and about 0.15 dB per splice as a rule of thumb. A worked example makes the scale clear: a 1:32 splitter at 17.0 dB, plus 12 km of fiber at 0.35 dB/km, is 4.2 dB — already 21.2 dB of a 28 dB B+ budget, before a single connector pair (up to 0.75 dB each by the TIA limit, though field-typical is 0.2 to 0.5 dB), before any splice, and before any margin for aging or repair.

How a B+ budget gets spent

And here is the trap. The G.984 specification allows a 60 km logical reach, but the practical limit on B+ optics at a 1:32 split is about 20 km once splitter, splice, connector and fiber losses are counted. A design that reads its reach from the specification and ignores the splitter will not survive contact with a real route — and it will fail slowly, as the opening story did, because nothing is broken and everything is at its limit.

Why Every FTTH Connector Is Green

Connector color is not decoration. It encodes the end-face polish, and the polish sets return loss — reflected power, where a higher dB figure is better.

Polish	End-face	Return loss	Where it is used
PC	Domed	≥ 35 dB	Older and multimode
UPC	Tighter dome, about 0°	≥ 50 dB	Single-mode datacom, blue
APC	Angled 8°	≥ 60 dB	FTTx, RF video, high return-loss, green

The 8° angle on an APC ferrule reflects stray light out into the cladding instead of back down the fiber, which is why it reaches at least 60 dB. That matters in access networks specifically: the application list for APC is FTTx and RF video, and access builds are where the polished angled connector lives.

The rule that follows is absolute and it is the one that gets broken most often. An APC ferrule must only ever mate with another APC. Forcing a green connector into a blue adapter — or the reverse — crushes the angled tip, scatters light and destroys return loss. It is a physical mismatch, not a configuration problem, and the damage is permanent. Match color and polish every time, and reject any patch lead that does not.

The Drop Cable Is a Different Animal

Everything up to the distribution point is a conventional OSP cable. The last drop is not.

The construction table for OSP cable shows where the drop sits: flat or round, often bend-insensitive, and either toned or supplied with an integrated messenger for aerial drops. The bend-insensitive reference is G.657.A2 — the grade that exists because the last few meters run through a house, around a corner, and behind furniture, at radii that would make a standard single-mode fiber weep.

The options a designer actually chooses between:

Flat drop is the mainstream FTTH last-drop construction. Round drop suits tighter ducts and conduit. Toned drop carries a detectable conductor so the buried cable can be found with a locator later. Figure-8 integrates a steel messenger into the profile, making it self-supporting for aerial spans. ADSS is all-dielectric and self-supporting — it carries its own span with no metal at all, which is what you use near power where bonding and electrical isolation matter. Armored cable, usually corrugated steel tape, resists crush and rodents for direct burial.

Drop cable options and what each one commits you to

Two of those choices carry a consequence that is easy to miss at the design stage.

Armored cable is conductive. The steel tape has to be bonded and grounded at closures and at the building entrance. That is a real electrical requirement attached to a "more protected" cable, not an optional extra.

Dielectric cable is invisible to locators. An all-dielectric build avoids bonding and lightning concerns entirely, and pays for it by having no metal for a locating signal to couple onto — so a tracer or locate wire, or buried marker tape, has to go in alongside it. Bury a fully dielectric drop without one and the next excavation finds it with a bucket.

Where the Cable Crosses the Property Line

There is a code boundary in the middle of an FTTH drop that surprises people who only work indoors or only work outside.

Many builds use an indoor/outdoor or OSP-rated riser-transition cable. Where the two cable families meet, the transition has to happen within 50 ft (15 m) — the length the NEC allows before an OSP cable must be terminated or transitioned to a listed indoor type. OSP jackets are UV-stabilized polyethylene and the core is water-blocked; indoor cable is fire-rated. Neither substitutes for the other, and the transition belongs on the drawing rather than in the installer’s judgement.

Frequently Asked Questions

What split ratio should I use?

Start from the class budget. A 1:32 split costs about 17.0 dB against a B+ budget of 28 dB, which leaves very little once fiber, splices and connectors are counted. Higher splits share the port across more subscribers but cut the reach sharply.

Why do FTTH connectors have green boots?

Green marks an APC end-face — angled 8°, with at least 60 dB return loss. FTTx and RF video are the applications that need it.

Can I connect an APC patch lead to a UPC port?

No. The angled tip is crushed against the flat face and return loss collapses. Match color and polish.

Can I run one cable from the street straight into the house?

Only within the code boundary. The OSP-to-indoor transition must occur within 50 ft (15 m), which is why indoor/outdoor rated cable exists.

Does armored drop cable need grounding?

Yes. The corrugated steel tape is conductive and must be bonded and grounded at closures and the building entrance.

Why can’t the locator find my buried fiber?

If the cable is all-dielectric there is no metal for the signal to couple onto. Lay tracer wire or marker tape with it.

The Short Answers

The splitter is the budget. A 1:32 splitter costs about 17.0 dB out of a 28 dB GPON B+ allowance — more than half of everything the link may lose, spent on one passive part. Choose the split ratio first, because it constrains everything else.

Cascading splits does not save loss. A 1:4 plus a 1:8 costs roughly what a 1:32 costs. Cascade to save feeder fiber, and account for the loss honestly.

The spec reach is not the practical reach. G.984 allows 60 km logical reach; B+ optics at 1:32 are good for about 20 km once the losses are counted. Leave aging and repair margin or the link will die slowly.

The drop cable is where the physics meets the customer. Use G.657.A2 bend-insensitive fiber, plan for indoor/outdoor transition within 50 ft (15 m), and match the construction to the route: flat or round drop, toned for burying, figure-8 for self-supporting aerial, ADSS near power, armored for crush protection.

Two constructions carry a hidden obligation. Armored cable is conductive and must be bonded and grounded. All-dielectric cable is invisible to locators and needs tracer wire or marker tape alongside it.

Green only mates green. APC at 8° gives at least 60 dB return loss and is what access networks specify; forcing it against a UPC face destroys both.
